About Us

With more than three decades of experience, the Chile Pacific Foundation plays a widely recognized role in supporting Chile’s efforts to project itself in the strategic Pacific Basin. The only public-private organization of its kind in the country, the Foundation has a long history as a leading voice in these matters, widely followed both nationally and abroad.

The Foundation is linked to the State through the Undersecretariat for International Economic Affairs (SUBREI) of the Ministry of Foreign Affairs, from which it receives partial funding, without prejudice to its links with other entities, in particular ProChile, which is the export promotion agency, and the Asia-Pacific Division of the Ministry of Foreign Affairs. The top representatives of these three institutions have a seat on the Board of Directors, where they share a space with a significant number of private national and foreign institutions with a presence in the country that support the Foundation’s work as partners.

The Foundation’s partner entities are highly representative of the main industries of the national economy (export, financial, metallurgical, maritime, mining, forestry, automotive, aviation, educational, and port sectors, among others), which favors their role in public-private collaborative dynamics to promote Chile’s projection in the Pacific Basin (for details on member companies, see the sections on the Board of Directors and strategic partners). Representatives from the private sector contribute first-hand experience that enriches perspectives and understanding of dynamics relevant to international economic relations policy in the Pacific Rim.

 

Role in the APEC Business Advisory Council and the Pacific Economic Cooperation Council

The Chile Pacific Foundation serves as the Secretariat in Chile for the APEC Business Advisory Council (ABAC) and the Pacific Economic Cooperation Council (PECC), entities that formally incorporate the voices of the Asia-Pacific business and academic communities into the Asia-Pacific Economic Cooperation forum (APEC), the most important multilateral space in the Asia-Pacific region, in which Chile has participated since joining in the mid-1990s, along with 20 other economies.

The Foundation participates in ABAC activities, including summits and general assemblies, which facilitate interaction between the private sector and government authorities that make up the forum. The members of ABAC Chile are representatives of the private sector who are directly invited to join the Council by the President of the Republic. As members of ABAC, they develop public policy recommendations for APEC leaders on all matters that shape the agenda of this organization.

The Foundation also serves as the headquarters of the Chilean chapter of the Pacific Economic Cooperation Council (PECC), a research center that is the only official non-governmental observer of APEC processes. Similarly, it is part of the APEC Study Centers Consortium (ASCC) in Chile, a formal forum for interaction between APEC and the academic world that promotes interaction with member institutions in the 21 APEC economies.

 

Public-private collaboration platform

The Foundation facilitates the development of a shared vision of the opportunities for action that the Pacific Rim offers Chile in many areas, including international trade, economic integration, foreign investment, and Chile’s links and influence in the region in general. The Pacific Rim is the most strategic region for the country and is of enormous and growing importance to the world.

To contribute knowledge and promote dialogue in all these areas, the Foundation organizes activities in different formats, including in-person and digital events. The commission for research and reports to delve into issues of great value related to Chile’s economic and social development priorities is also part of its work. Noteworthy in this area is the annual publication of the Asia-Pacific Economic Profiles, produced in partnership with SUBREI, and the State of the Region Report, prepared by the PECC, which analyzes risk variables for business and economic development in the Pacific Basin.

Depending on the availability of resources, the Foundation may commission and collaborate in the preparation of other research projects, either on an independent or h basis, including those that are of interest to its member organizations.

The Foundation also organizes business missions to the region, complementing the promotional activities carried out by the State, in which it also participates.

For decades, the Foundation has developed working relationships with authorities, opinion leaders, and experts on strategic issues related to Chile’s economic development and integration with the Asia-Pacific region. It currently has a network of around 10,000 stakeholders, including members of the business community, academics, diplomats, and government officials, both in Chile and abroad.

Importance of being a partner institution of the Chile Pacific Foundation

History

Chile has been intensifying its relationship with Asia Pacific countries since the first half of the 1990s. In 1990, the country joined the Pacific Economic Cooperation Council (PECC), while in 1994 became an Asia Pacific Economic Cooperation (APEC) member economy. The structure of these organizations -which are the most relevant in the region- required the participation of government, businesspeople, the academia and members of the civil society, so that it was clear that a broad taskforce was required to advance Chile’s involvement.

With the aim of strengthening the country’s ties with the Asia Pacific region, during the government of President Eduardo Frei Ruiz-Tagle, former Minister Secretary General of the Presidency Edgardo Boeninger was commissioned to create an organization to build bridges between the public and private sectors as to the matters pertaining the country’s interest in the Asia Pacific region. It was against this backdrop that the Chile Pacific Foundation was born in 1994. A Foundation scheme facilitates the participation and donations of all the parties involved.

Legal Background

The Chile Pacific Foundation was created by public deed on November 2, 1994. Under a decree issued by the Ministry of Justice published in the Official Gazette under the number 13,468, the Foundation was granted legal personality. The Foundation’s statutes were approved on December 19, 1994, while the first session of the board of directors was held on December 19, 1994.

The Chile Pacific Foundation has been tasked with hosting the National Secretariat of some Asia Pacific fora. It also serves as a public-private institution out of a specific mandate by the Government of Chile, supporting long-term action pertaining to the strategic interests of Chile in the Asia Pacific region.

La Primera Sesión de Consejo Directivo se realizó el 19 de diciembre de 1994. El acta correspondiente se redujo a escritura pública con fecha 28 de diciembre de 1994, ante el Notario Público de Santiago,
don Álvaro Bianchi Rosas.

Se desempeña como Secretarí­a Nacional en algunos foros regionales en los que Chile participa, al tiempo que sirve como unidad operativa complementaria, consecuencia de la delegación y mandatos expresos del Gobierno de Chile, apoyando una actuación institucional y de largo plazo.

Work areas

APEC Business Advisory Council

The Chile Pacific Foundation was early considered to played the role of National Secretariat of the Chilean chapter of ABAC (APEC Business Advisory Council). ABAC is an organization under the APEC system aimed at providing advise to the leaders of APEC, which is a forum of an economic nature, on issues pertaining to the overall business landscape in the Asia Pacific region. Since its inception in 1994, ABAC’s agenda has been incorporating the most relevant issues for the promotion of economic and social development in the region, from free trade and the expansion of the digitalization of the economy to climate change, among many others.

The members of ABAC are entrepreneurs and/or representatives of the business community invited by the President of the Republic. ABAC Chile operates with three full members and the same number of alternate members.

The host economy of APEC also chairs ABAC. ABAC moves his agenda forward throughout the year and hosts four annual meetings alongside a number of other sectorial, smaller meetings, workshops and the like. The most significant event is the ABAC Dialogue with Leaders, the only one of its kind in the world, which takes place after the fourth annual meeting. At this event, ABAC members and APEC leaders discuss the recommendations agreed upon in ABAC.
